Job summary and objectives
The Transmission Policy Manager is responsible for administering, advocating for, and planning for Agency power delivery resources. These resources include transmission and wholesale distribution assets, contracts, and regulatory requirements in wholesale power markets. The Transmission Policy Manager oversees the Agency and members’ transmission ownership allocation of ownership rights among members & customers. The position requires a subject matter expert who will understand and administer members & customers and Agency Grandfather Agreements (GFAs) in MISO and the source contracts with various parties that created these GFAs. The Transmission Policy Manager position requires expertise to be able to introduce and vote and advocate for policies to benefit the members & customers.
Job responsibilities
- Develop a comprehensive knowledge of RTO (primarily MISO & SPP) policies and processes.
- Develop strategy in educating, advocating, and coordinating with both internal and external customers those issues and positions that are important to the Agency and its members & customers. This includes education and mentorship of Agency staff.
- Plan, communicate, coordinate, and execute important power delivery resource regulatory filings or compliance requirements with outside entities.
- Serve as the primary point of contact and subject matter expert with members & customers, RTO staff, regulators, and wholesale counterparties on or related to Agency power delivery resources.
- Represent and advocate the company’s position at various RTO stakeholder forums and industry conferences.
- Participate in various RTO committees, forums and task forces and various other organizations, either paid or voluntary, to promote the development of the Agency’s transmission business, protect CMPAS’s and its members’ & customers’ interests in RTOs and monitor RTO regulatory filings and tariff changes.
- Participate in and represent the agency and its members & customers in various groups to advance and provide stewardship of the interests of CMPAS and its members’ & customers’ transmission ownership.
- Identify and leverage key relationships with other transmission companies and support groups that have similar issues.
- Serve as a planning representative for CMPAS and its members/customers pertaining to MISO and other RTO and state utility planning processes.
- Participate in regulatory and legal proceedings and hearings to build awareness for CMPAS’s transmission business/projects and advocate for other value-added products and services the Agency can develop and monetize.
- Prepare reports and communicate important information about these resources to executive staff and Board Members of the Agency.
- Keep abreast of current industry developments potentially impacting CMPAS’s and members’ & customers’ transmission interests.
- Assist Agency financial and accounting staff in preparing budgets for these resources, forecasting costs and revenues.
- Provide planning and engineering expertise and support for transmission and related delivery systems.
- Perform other duties and special projects as assigned.
Skills and competencies required for this job
- Strong oral and written communication skills are required. Knowledge in the following areas is preferred: transmission rate making, RTO tariff and settlements, and federal or state regulatory policy and rate development.
- Proven human relations, organizational and administrative aptitude is also required.
- Strong initiative, detail oriented and able to handle multiple projects at the same time is required.
Education and experience
- Bachelor’s degree in business, finance, or engineering is required.
- Master’s degree in business, finance, or engineering is preferred (or related experience).
- Five or more years of experience in one or more of the following areas is required.
- Finance, commercial/power/commodities markets, corporate planning, government relations, ISO/RTO market participation, regulatory affairs & compliance, or other directly relevant business experience.
Professional conduct
The person in this role will have frequent interaction with representatives and employees of CMPAS’s member/customer communities and is required to maintain a professional and courteous demeanor in all such interactions. In events and functions hosted or attended by CMPAS, employees represent CMPAS to member/customer communities and the public and are expected to maintain a professional manner and exhibit behavior that reflects positively on CMPAS.

Travel requirements
- This position requires occasional travel throughout the region and, occasionally, other parts of the country. Overnight travel occasionally may be required in specific instances for training, conferences, etc.
- Having a valid driver’s license and the ability to operate a motor vehicle for extended periods of time is required
